What is the ASB Case Review?
Community Trigger has been renamed to anti-social behaviour (ASB) case review as one of the measures implemented from the ASB action plan. Updated according to the new version of the 'Anti-social behaviour powers: statutory guidance for frontline professionals' published on 28 June 2022
The North Worcestershire Community Safety Partnership, which includes local councils, the police, clinical commissioning groups and registered housing providers, work together to tackle anti-social behaviour.
The ASB Case Review is a process you can use to ask agencies to review the response to anti-social behaviour you have reported.
The Review is designed to ensure that responsible agencies work together to try and resolve recurring concerns about anti-social behaviour. We will do this by talking about the problem, sharing information and using our resources to try and reach an agreeable outcome.
The Review should be used if you believe your concerns about an anti-social behaviour issue have not been responded to.
The Review cannot be used to report crimes or one-off incidents of anti-social behaviour.
The Review does not replace the complaints procedures of individual organisations, or your opportunity to complain to the Local Government Ombudsman or the Independent Police Complaints Commission.
When can I use the ASB Case Review?
The ASB Case Review can be used in the following situations:
- You have made three or more reports relating to the same anti-social behaviour problem in the past six months to the Council, Police or a Registered Housing Provider (social landlord) and you feel that no has action been taken.
- At least three individuals and/or groups in the local community have made reports about the same problem in the past six months to the Council, Police or Registered Housing Provider (social landlord) and they feel that no action has been taken.
- You can activate the ASB Case Review on behalf of someone else if you have their written consent.
How do I use the Review?
To use the ASB Case Review you will need to fill out a form detailing the case. You can request a form by contacting your local community safety team using the contact details below.

You will need to give details of each time you have reported the anti-social behaviour problem, including the name of the organisation you reported it to and any Incident Reference Numbers provided.
If you have an on-going complaint that is being dealt with by one of the responsible organisations, your case is not appropriate for the Review.
What can I expect?
The Community Safety Team will acknowledge your application within two working days of your request.
If your case meets the criteria, the Community Safety Team will notify you within 5 working days.
If the criteria is met, the Community Safety Team will organise a Review Panel of the responsible organisations and any other partners involved, to discuss the anti-social behaviour and what further actions can be considered and taken.
Within 10 working days the Panel will make recommendations on any actions that can be taken to resolve the problem. During this stage, we will involve you in the development of any action plans.
A final response will be sent to you by the Community Safety Partnership, explaining the findings of the Review Panel and detailing any suggestions and actions that can be taken to resolve the anti-social behaviour.
If you are unhappy with the way the Case Review process has been conducted, please detail your concerns in writing to the Community Safety Team within 28 days from receipt of the Review Panel findings.

Community Trigger Annual Review
As part of the Anti-Social Behaviour Crime and Policing Act 2014, on behalf of the relevant bodies, the North Worcestershire Community Safety Partnership is obliged to publish details of the number of triggers received annually.
